It's not my cats. (Punkin and the kitten never go outside, and Eevee rarely goes outside. She never messes with worms at all when she does. It's not me. It's not worms wriggling out onto the driveway and drying up. It's not worms coming out after a rain (it's been dry here for a while - the bits continue to accumulate whether we've had any rain or not). It's not the lawn mower. I've mowed here going on three seasons and have never had this happen. I don't know WHAT it is!
