Aside from any tactile features that may or may not exist, there is a device called "iBill" which is a talking banknote identifier. However, all U.S. banknotes are the same size, so it may be ideal for the U.S. to also adopt the size differences practiced by other countries which may also help aid the blind & visually impaired in determining the different banknotes.
