Problem was the reports kept coming in, they also kept mentioning seeing a strange fellow wandering around the graveyards and even sometimes sleeping there. When this man was questioned it turns out that he was an academic who was researching and documenting cemeteries around Russia, his explanation and credentials was very plausible and so they let him go.
